Currently we are seeking a Vice President of Contracts & Estimating for our client in the greater Los Angeles area.  Our client is a leading aerospace industry supplier of large format machined parts and assemblies for airframe and spacecraft applications.

Job Summary
 
The VP of Contracts and Estimating is responsible for directing the estimating, proposal, contract acquisition, and initial process planning and project kick-off efforts.  This person will team with the VP of sales in developing new business to support company growth and revenue plans.   


Key Responsibilities
– Establish company wide program controls and estimating/pricing policy including program management systems, EVMS, cost estimating systems and pricing systems
— Administration, management, review and verification of all contracts
— Properly interpret incoming RFPs and RFQs
— Develop proposals per RFP requirements in accordance with FAR/DFAR and budgetary constraints
— Communicate with customers as needed during the estimation process
— Provide leadership and vision to the contracts and new business functions
— Perform research and analysis of historical data and develop cost estimating relationships
— Prepare and present statistical and risk analysis (S-Curve, confidence level, etc)
— Perform negotiations and work closely with contracts department
— Work closely with the defense contract management/audit agencies regarding auditing and fact finding requirements
— Develop processes to reduce proposal turn-around time and improve accuracy
— Fully implement the estimating module, including budgets, of the company ERP program
— Cross train employees in estimating functions
— Maintain 98% or better on-time delivery of quotations to our customers
— Create and implement a system of departmental accountability metrics
— Must be knowledgeable with government prime contracting procedures
— Perform forecast analysis and develop budget recommendations
— Interpret “statement of work” drawings and specifications including the ability to estimate labor for various manufacturing operations.
— Create manufacturing outlines to fabricate parts to given specifications
— Interface with manufacturing shop, various manufacturing support personnel, and suppliers.
— Work closely with various integrated product teams and all engineering departments

Requirements
— Bachelor’s degree in engineering or related technical field.  Advanced degree is preferred
— Five or more years experience in estimating, contract management or project management in the aerospace industry
— Must have experience working in the aerospace and machine shop industries
— In depth knowledge of airframe structure, ground support equipment and tooling
— Facilitate continuous improvement of the estimating department
— Preparing reports, metrics, performance reviews, and other documents using Microsoft Office
— Communicating with customers, contractors, vendors and other personnel involved in the estimation process
